Haley Harlan is an attorney in Foley Mansfield’s Minneapolis office, where she focuses her practice on commercial litigation, products liability, and general liability defense. Drawing on her significant courtroom experience as a former prosecutor, Haley brings a practical, results-oriented approach to every matter she handles, whether negotiating a favorable pre-trial resolution or advocating for her clients at trial.

Before joining Foley Mansfield, Haley served as an Assistant State’s Attorney in DuPage County, Illinois, where she gained extensive first-chair trial experience, conducting 75 criminal trials, including nine jury trials. Her demonstrated ability to manage a large and complex caseload reflects the efficiency and strategic thinking she now brings to her civil litigation practice. Her work earned her recognition as Misdemeanor Attorney of the Year in 2022.

Haley began her legal career as a Staff Attorney with the United States Court of Appeals for the Eighth Circuit, where she analyzed district court and appellate records for pro se and prisoner civil rights appeals, researched complex legal issues, and drafted bench memoranda and proposed opinions for the court. She subsequently served as an Associate at Consilio, where she led business development initiatives in the Pharmaceutical, Healthcare, and Life Sciences vertical, partnering with leadership on CLE programming, industry research, and client engagement strategies.

Haley earned her J.D., cum laude, from Washington University School of Law, where she served as Associate Managing Editor of the Washington University Law Review and President of the Student Bar Association. She received the Dean’s Student Leadership Award and the CALI Award in Mediation Theory and Practice. She holds a B.A., cum laude, in Criminology from the University of Northern Iowa, with minors in Politics and Law and Spanish.

Outside of her practice, Haley is committed to community engagement and professional development, bringing the same dedication to service that defined her work in the public sector.
