Steve chairs the firm’s Appellate Law practice group and also practices in the areas of construction law, commercial law, commercial litigation, and toxic tort and mass tort litigation. His background includes the representation of building developers and contractors in complex, multi-million dollar construction claims arising out condominium and townhome developments. Steve’s thorough preparation and commitment to his clients has led to successful outcomes in a variety of matters resolved through settlement negotiations, formal dispute resolution procedures, trials, and appeals. Steve also has served as an arbitrator for construction law disputes.
Before joining Foley & Mansfield in 1991, Steve served as a litigation attorney for the U.S. Agency for International Development and as an officer in the U.S. Army. He was a Rhodes Scholar at England’s Oxford University, and a Phi Beta Kappa member at the University of South Dakota. In addition to his work with the Firm, Steve is currently serving as an adjunct professor in American Government at Concordia University, St. Paul.
Steve has lectured for the Minnesota State Bar Association’s continuing legal education program. He as be a guest speaker for various legal seminars and workshops, and a judge at appellate arguments presented by law students.
Steve has achieved the highest possible Martindale-Hubbell rating for the highest level of legal ability and adherence to professional standards of conduct, ethics, reliability and diligence.

Community Service
Steve has served as the secretary for the South Dakota Selection Committee for the Rhodes Scholarships and is a trustee for the University of South Dakota Foundation. He is a current member and former chair of the Executive Board of the Farber Fund (a privately-endowed fund at the University of South Dakota that awards grants to political science students for internships, research-related travel and scholarships). He also mentored a University of South Dakota political science student and coached youth basketball in a St. Paul suburb.
