Roger focuses his practice in the areas of insurance coverage and litigation and toxic tort and mass litigation. He has extensive practice experience in California Counties of Alameda, Contra Costa, San Francisco, Solano and Los Angeles. He is proficient with respect to all aspects of discovery, law and motion, mediation, arbitration, and pre-trial procedure.

Prior to joining Foley & Mansfield PLLP, Roger’s primary practice involved insurance defense litigation. He represented individuals and insured entities involved in motor vehicle personal injury actions, premise liability litigation and insurance policy coverage matters. Roger also represented the insurance carrier in uninsured motorist and underinsured motorist arbitration proceedings and participated in the defense and investigation of SIU cases. Additionally, Roger has represented plaintiffs in construction defect matters that involved various condominium complexes and single family housing tracts in the San Francisco Bay Area. He has also represented homeowner associations in litigation and has experience in drafting and amending CC&R’s.

During law school, Roger served as a law intern for the San Francisco Office of the City Attorney where he handled worker compensation claims. He participated in a summer abroad law program at the Singapore University School of Law where he studied the legal systems of the countries of Southeastern Asia with emphasis on business and human rights issues, and interned at an international law firm in Kuala Lumpur, Malaysia, where he handled matters involving intellectual property litigation.

Upon completing law school, Roger spent a year with the San Francisco Office of the District Attorney where he assisted in the prosecution of criminal matters involving juvenile offenders.

Roger is fluent in Cantonese Chinese.
